By virtue of the Civil Service Commission (CSC) Resolution No. 2000589 promulgated on June 10, 2020, the Civil Service Commission (CSC) officially conferred the Schools Division of Quezon with PRIME-HRM [Program to Institutionalize Meritocracy and Excellence in Human Resource Management] Bronze Award - Maturity Level II via virtual ceremony on Wednesday, September 22, 2021.
It can be recalled that by virtue of CSC Resolution No. 2000589 promulgated on June 10, 2020, DepEd Quezon province was recommended by the CSC Regional Office IV to receive the award after passing the assessment of CSC RO IV, and the validation process conducted by the Human Resource Policies and Standards Office (HRPSO) upon meeting the PRIME-HRM Level 2- Maturity Indicators of all the four (4) core HRM systems, such as Recruitment, Selection and Placement; Performance Management; Learning and Development; and Rewards and Recognition.
Hence, DepEd Quezon is granted the following privileges: 1) Authority to approve appointments, subject to post audit; 2) Exemption from Section 96 of the 2017 ORAOHRA, as amended; 3) 50% of appointments issued subject to review by the CSC FOs; 4) 20% discount for the HRMO or one (1) agency representative on trainings/conferences conducted by the Civil Service Institute; 5) 20% discount for the HRMO head or one agency representative in CSCRO’s trainings / conferences; 6) Exclusive membership to community of learners who shall have access to digital learning resources and other developmental opportunities subject to the guidelines to be issued by the Commission; 7) Announcement of the agency’s programs/projects bureaucracy-wide through the CSC website; and such other benefits that the Commission may approve in the future.
Together with Director III Radne Jomuad, Director II Charity Arevalo, Director II Allan Poe Carmona, and eleven other awardees from different agencies, including DepEd Region IV-A CALABARZON, the Top Management and the PRIME-HRM team members were present in the awarding ceremony.
Director II Maria Theresa Poblador presented the Glass Plaque, while the acceptance speech was delivered by OIC-SDS Dr. Elias Alicaya Jr. All the SDO employees were recognized by Alicaya for the concerted effort which led to the PRIME-HRM triumph, including former DepEd Quezon SDS Dr. Merthel Evardome who started this journey for human resource excellence.
CSC Quezon Field Office Director II Jacinto Mateo III, MDA, was also present and congratulated both SDSs and the entire SDO.
